      <description>  A faulty idea  In a surprise move, the White Salmon City Council placed the following action item on its March 3 agenda: &amp;quot;Discuss preparing a request for proposal (RFP) for police coverage from Klickitat County and Skamania County.&amp;quot; Essentially, the idea would be to see if the city could save money by contracting with an area Sheriff's Office for law enforcement coverage -- instead of having to pay for a local police force. </description>

      <description>  The fissures among the council members appeared early and often at last Wednesday's meeting of the White Salmon City Council. In a new showdown related to the Bingen-White Salmon Police Department, the council split into two factions over whether the city should consider contracting for law enforcement services with the Klickitat County Sheriff's Office (KCSO) and/or the Skamania County Sheriff's Office (SCSO). </description>

      <title>WS gets long-awaited water rights deal</title>
      <description> The city of White Salmon and the Klickitat Public Utility District have inked a deal that will provide White Salmon with 500 acre-feet of new water rights. Jim Smith, general manager of the PUD, came to last week's White Salmon City Council meeting to advise the council members that the deal had been virtually finalized. Smith explained that it still needed to be formally approved by the PUD's board, but he added that he expected that to be a formally, as the board members were aware of the water deal and supportive of it. </description>

      <title>WSP to investigate police officer Gines</title>
      <description> The Washington State Patrol will handle an internal investigation of Bingen-White Salmon Police Department Officer Joshua Gines, who was recently charged with one count of alleged child molestation in the first degree, and one count of alleged incest in the second degree. On March 3, the White Salmon City Council voted unanimously to approve spending up to $6,000 for the investigation. The WSP was chosen to avoid any &amp;quot;conflict of interest&amp;quot; charges. &amp;quot;If there is going to be discipline, the investigation has to be done by a neutral party,&amp;quot; explained BWSPD Police Chief Bruce Brending. &amp;quot;The Skamania County Sheriff's Office is the arresting agency, and the Klickitat County Sheriff's Office has worked closely with Officer Gines over the years. And obviously, the Bingen-White Salmon Police Department can't do the investigation without conflict.&amp;quot; </description>

      <title>Kids get involved with a cause</title>
      <description> Lyle Secondary School students and staff hope that, when the school's first Pennies for Patients campaign concludes today, they will have met their fundraising goal of $1,000 for the Leukemia and Lymphoma Society's Oregon and SW Washington chapter. The campaign--involving students in grades 7-12 at Lyle Secondary School, and one of three community service projects high school and middle school students there hope to undertake this semester--began the second week of February. Staff adviser Chris Barthlow, who's been keeping accounts of each class's fundraising, figured a big push in the final week would put the campaign near or at its goal. Headed into the last days of the drive, Lyle seventh-graders led the friendly intra-school competition with almost $300 raised. At stake for the winning class is a pizza party, plus bragging rights and a colorful banner from the Leukemia and Lymphoma Society it can proudly display in its classroom. (Pennies for Patients is one of the society's National School and Youth Programs; over the past 14 years, students nationwide have raised more than $100 million for blood cancer research and patient services.) </description>

The exhibition, which will remain on view through May 31, features more than 100 prime objects, many acquired by the museum's four founding patrons: Sam Hill, Queen Marie of Romania, modern dance pioneer Loie Fuller, and San Francisco arts patron and socialite, Alma de Bretteville Spreckels. Her parents moved to Hood River, Ore. sometime in the late 30s. They owned and operated the Paradise Gas and Grocery and the Paradise Motel located on the corner of 13th and Oak Street for many years. Hood River was Jean's hometown where she grew up and graduated from Hood River High School. </description>

      <title>Right vote on moratorium</title>
      <description> The White Salmon City Council did the right thing recently in extending the local moratorium on new water connections. Make no mistake: No one likes the moratorium, because the community needs water to grow. Because of the ongoing inability to hook up to the city's water system, houses cannot be built and businesses cannot flourish. But the moratorium is part of the overall administrative process that is necessary until water is finally available. Approving a new water moratorium seems like a demoralizing setback at first glance, but keep an old saying in mind: &amp;quot;The darkest hour is right before the dawn.&amp;quot; </description>

      <description> By JIM WHITE The arrival of March means that spring is just around the corner. The month sees both the first day of spring (March 20 this year) and the start of daylight savings time (Sunday, March 14). If the days seem to lengthen more quickly this time of year, you are not imagining it. The rate of day length change is greatest around the first day of spring, and the first day of fall. In the month before March 22, the days lengthen at an average of about 3.2 minutes per day. In January, the rate at which days lengthen is less than half of that amount. The change really is faster this time of year. </description>

      <title>Police make arrests in theft of safe</title>
      <description> The Bingen-White Salmon Police Department has made two arrests in a recent high-profile burglary in the White Salmon area. In early February, thieves stole a safe from the home of Alba Bartholomew in the White Salmon area. Among the items within the safe were two pistols, gold coins, gold nuggets, and a large collection of silver dollars and other coins. Police Chief Bruce Brending said two White Salmon men were arrested as alleged suspects in the case. </description>

There were about 55 people in attendance consisting of fire district members, their families and members of the fire commission. All gathered to honor past and present members of the department. A prime rib dinner was served and was followed with presentation of awards by Fire Chief John Riggleman. </description>

      <title>Revise cell phone law</title>
      <description> In 2008, when the state of Washington banned the use of cell phones while driving unless using a &amp;quot;hands-free&amp;quot; device, the Legislature foolishly made the crime a &amp;quot;secondary&amp;quot; offense. A secondary offense in this case means that even if a police officer is right next to you at a stop light as you chat away obliviously while holding your cell phone to your ear, there is nothing the officer can do about it. The only way the officer could cite you for being on your phone while driving is if you were also to run through a stop sign or start speeding or you have a tail light out, etc. That stipulation was completely ridiculous, and it makes a joke out of the law. The Legislature was essentially saying that it's fine and dandy for any motorist to be chatting away on his or her cell phone -- until the distracted driver breaks an additional law. No one should be holding a cell phone as they drive. But because of the Legislature's unfortunate watering down of the rule, it is being almost universally ignored, and drivers continue chatting as they drive -- creating a hazard for all those around them, whether they acknowledge it or not. (The statistics don't lie.) </description>

Adams will sponsor its Community Baby Shower at White Salmon Glassworks in downtown White Salmon, from noon to 4 p.m. The club will accept contributions of baby items from the community and then donate collected items to First Steps, a division of the Department of Social and Health Services that assists and supports new mothers and their babies, and Skyline Hospital. &amp;quot;The focus of First Steps is to assist new mothers with little or no resources to provide for their newborns,&amp;quot; explained Tishy Stein of First Steps. &amp;quot;Fifty-nine percent of babies born in Klickitat County, and 42 percent of babies born in Skamania County, are born into low-income conditions. Sometimes the mother has fled a domestically violent situation, sometimes the mother simply has few financial resources, and sometimes drugs come into play and the child goes immediately into foster care. Some of these babies are born without the supplies they require, and support from the community at large -- which means just a little help from everyone -- can make such a difference in the lives of these babies.&amp;quot; </description>

Dylon was an active kid who loved dirtbiking, bicycling, skateboarding and camping. He also liked playing video games, being on the computer and roughhousing with his friends. </description>

      <description> The White Salmon City Council has voted to continue the moratorium against providing new hookups to the city's water system. With a 4-1 vote on Feb. 17, the council members extended the moratorium on new water connections for six months. However, council members made clear that the moratorium can be lifted at any time with a majority vote of the council.  Ken Woodrich, attorney for the city of White Salmon, pointed out that the city's water moratorium -- which was formally approved on May 20, 2009 -- needed to be renewed. </description>

      <description> It turns out the State Route 14 closures in the White Salmon area won't be as lengthy as originally projected. New information presented at the Washington Department of Transportation's (WDOT) open house at the White Salmon Community Library last week provided further details about the upcoming SR 14 closures. Closing the highway is necessary to accommodate a safety project that will stabilize slopes, thereby reducing the possibility of rocks and other debris falling onto the roadway. Work, including blasting, will take place at two locations: Just west of White Salmon at SR 14 Milepost 63.6 --- between the Hood River Toll Bridge and Alternate 141 -- and near Dog Mountain in Skamania County, at Milepost 53.8. </description>

      <title>EDA board OKs 2010 grants</title>
      <description> Public safety was again at the top of the lists of most communities around Klickitat County when the county's Economic Development Authority (EDA) met last week to finalize recommendations for the annual community development grants. On Feb. 18, the 14-member EDA board met in Goldendale to go over the proposed project list and finalize the priorities proposed by the various communities. The county has set aside a specified amount of money each year -- over the years ranging from $250,000 to as much as $500,000 -- to go to fund projects the respective communities decide are most important in a given year. Funds to pay for the public safety and community development projects are generated from the revenue the county takes in for hosting the regional landfill at Roosevelt. </description>

      <description> With the upcoming Washington Department of Transportation rockfall removal project, there is going to be a major change impacting White Salmon. Soon, virtually every vehicle that currently travels east-west on State Route 14 may be coming through the city's downtown business district. Why? Because SR 14 will be closed in both directions for long periods during the work, which will include removal of &amp;quot;loose rock, unstable soil, trees, and other debris from slopes above SR 14.&amp;quot; The closures are necessary for public safety, because there will be blasting and rock scaling going on. There are two main sites where the slope stabilization project will take place: at Milepost 53, near Dog Mountain in Skamania County; and at Milepost 65, which is west of the Hood River Toll Bridge and Dock Grade Road. </description>

      <description>  At the county fair competition was stiff for Food Preservation, Department 550, Lot 4, Class 30: Raspberry Jams and Preserves. A hefty number of Warhaven citizens took this as seriously as they did politics or religion, and one or two, more so. Yes, there were your dill picklers and your tomato juicers, and even your microbrewers, but raspberry jam in this county was the thing that raised county fair fanaticism to its fever pitch and its competitive apex. Blackberry, red currant, gooseberry, huckleberry: none could touch the passion and imagination that the Rubus fruit brought to Department 550. The county fair had been going on for decades; the love affair with raspberries went back to the very first settlers and the business and culinary acumen of Ebenezer Lyon and Gruff McDaniels, founders of what is today, the L &amp; M Merc. </description>

      <description> The Columbia Center for the Arts is offering a free presentation by local, award winning professional landscape designer Marion McNew, APLD, titled the Art of Garden Making. The lecture will be held on Saturday, Feb. 27, from 2 to 4 p.m. in the theater at the Center for the Arts. This is a repeat of the presentation McNew gave last June in conjunction with the Center's Outdoor Garden Art exhibit, with additional, recent photos added.       <description> The Yakima Valley District’s Class 1B basketball championships tip off tomorrow afternoon in Sunnyside and, this being an even year, the district will send four teams (two boys, two girls) to the WIAA tournaments in Yakima. Interest in these double-elimination tournaments will not be on who finishes first in the district, though, but on which teams secure the second-place berths. Sunnyside Christian teams are favored to win both the boys and girls championships and the district’s No. 1 seeds in the state 1B brackets, which will be drawn on Feb. 21 at WIAA headquarters in Renton. </description>

Ladiges, a senior, will wrestle at 171 pounds, and Bell, a junior, will compete in the 189-pound weight bracket at the boys regional tournament, which will start at 10 a.m. at Montesano High School. All told, the top five in each of the 14 weight classes will advance to the 22nd annual WIAA Mat Classic, set for Feb. 19-20 in the Tacoma Dome. </description>

      <title>Council should listen</title>
      <description> The recent failure of the White Salmon City Council to support the purchase of even two new police cars in 2010 is difficult to understand. We hear a lot these days about the importance of elected officials &amp;quot;listening to what the people want.&amp;quot; In fact, that sentiment played a large role in seeing former Mayor Roger Holen recalled from office a few years back. Well, members of the council heard loud and clear from local citizens in a heavily-attended public forum recently. Citizens said they wanted the Bingen-White Salmon Police Department to be allowed to purchase as many as four new police cars, because the department has several cars that have proven to be unreliable. </description>

      <title>Election results</title>
      <description> On Feb. 9, there were a number of school operating levies on the ballot in Klickitat County, and the voters responded favorably overall to the respective school district requests for support. In the White Salmon area, a renewed maintenance and operations (M&amp;O) levy was too close to call with just over 51 percent of the vote in favor in the combined Klickitat County and Skamania County precincts of the White Salmon Valley School District.       <title>WDOT plans open house on SR 14 closure plans</title>
      <description> The Washington Department of Transportation will host an open house in White Salmon next week regarding upcoming closures on State Route 14 during rockfall work. The closures will take place to accommodate rockfall projects along SR 14 between White Salmon (Milepost 63.6) and Dog Mountain (MP 53.8). When construction crews are working, the highway will be closed for what is described as &amp;quot;long durations.&amp;quot; In a $3.8 million project, the state is making safety improvements to the SR 14 corridor to reduce the risks of loose rocks, unstable soil, trees and other debris falling onto the roadway from the slopes above. </description>

Organizers finalized the proposed boundaries of the area that would be included, and also settled on a formal name for the district: It will be known as the &amp;quot;Mount Adams Parks &amp; Recreation District.&amp;quot; Members of the district formation committee explained that the name was chosen because the group wants to convey the fact that the district will offer benefits to a wide area that extends far beyond White Salmon. </description>

      <title>Prosecutor reports on court cases</title>
      <description> The following defendants appeared in the Superior Court of Klickitat County on on Feb. 1, 2010: Larry Leon Jorgenson, 56, of Lyle, was convicted after a jury trial of assault in the second degree -- domestic violence, harassment -- domestic violence, and tampering with a witness. The defendant was sentenced to 14 months in prison and must pay all standard court costs including restitution to the victim. The defendant may not have contact with the victim for 10 years. The defendant will be under the supervision of the Department of Corrections for 12 months upon his release from custody. Dusty David Herberholz, 18, of Goldendale, pled guilty to four counts of burglary in the second degree and was sentenced to 57 months in prison. The defendant must pay all standard court costs totaling $1,770 including $250 to the Goldendale Police Department Investigation Fund and $500 incarceration costs. The defendant must also pay full restitution to all of the victims which include Allyn's Building Center, the Goldendale Swimming Pool, Goldendale Little League, Finer Things, The General Store, the Goldendale Liquor Store, Father's Fellowship Church, and Little Chalet Car Wash in amounts to be determined at later hearings. The defendant cannot have any contact with those businesses for 10 years.	 </description>
